You may take any country from 1914 -1924 with there historical forces which end up in there home country .
Your country will have its actual boarders from that date and not what they hold in other country's .
The World we our ISOT is that of 1 April 1905 .
If you take a nation like France. The UK , or Japan you only come over with the home country .
You only come over with the actuarial part of your country you actually own from the time it is ISOT from .
These should be historical nations that you come over with .
If you have troops or naval units outside of your home country they arrive in the home bases .
the world of 1905 is the historical world of 1905 .
Claim your country . and state the year you our comeing from .

Well that would be 1918 but you still have lost millions to the war .
I would go for 1915 before the Great loses of the war happened or maybe 1914 before you lost any troops . Few people really understand that the empire was lost in the opening days of the War with the loses of a high amount of the old Noble family's First sons .
From 1 April 1924:
After the 1 September 1923 earthquake, Japan's economy has been disrupted.
Prime Minister is Kiyoura Keigo, Emperor is Taisho although Hirohito was the regent due to Yoshihito (Taisho)'s mental and physical decline.
Japan had withdrawn its troops from Siberian in 1922. The alliance with Britain formally ended in 1922. The naval treaty is in effect limiting Japan's fleet.
The aircraft carrier Akagi was being built, would be launched in 1925 and commissioned in 1927. The Kaga was being built, and commissioned in 1928.
The Hosho was commissioned in 1922. It carried 15 aircraft, 9 Mitsubishi 1MF, and three to six Mitsubishi B1M3 (Type 13) torpedo bombers in 1924.
Meanwhile in 1905, the Russian fleet was about to arrive to attack Japan.
On the ground the Russians had already been pushed north of Mukden (Shenyang) in Manchuria.

Also remember you are from later then Germany and the UK so you would have Fighters in your arsenal better then we would . Plus you would have knowledge of after battle results from Jutland . And just because you signed the Washington treaty dose not mean you have to enforce it here . go ahead and finish your 8 8 building program if you want to .

The British Empire gained much from the Great War, specifically territories from the Ottomans. We suggest that we work together and come to an agreement regarding the potential division of the 'Sublime Porte'. A casus belli could be easily fabricated and the support of the Christian world is almost guarenteed. We do agree that a war against other European states is undesirable.

With treaty status essentially null now, we would like to write a new alliance treaty.
1. Japan will protect British administration of its Commonwealth and colonies throughout the Pacific region and anywhere else we have forces.
2. Japan will be able to trade with British Commonwealth and colonies at a market price basis.
3. Japan be able to use British controlled ports and airfields, paying market prices for supplies and port use.
4. Britain would not be required to declare war on Russia. Wars between European powers would not be part of this treaty.
5. Japan will send some technical information about submarines and aircraft carriers that we have learned. We have technology in advance of what you had in 1918.
We urge you to end your war.
The 3 advanced nations can work together far better than in the framework of refighting the Great War.

We are in a state of war with Russia.
You apparently are not, with only your home territories as of 1914 being transported from 1918 to 1905, and your soldiers outside of your 1914 borders transported home.

This puts you in a border with Russia but not fighting. Are you at war with Russia?
In 1918 we were at war with Germany. At the moment we are not. The German colonies in the Pacific, including Tsingtao in China are still in German control.
We are asking in an open-ended way, how you want relations with Japan to proceed?
Japan sends to Cam Ranh Bay in Vietnam, by seaplane, some artifacts from the Battle of Tsushima. The Russian fleet leader is invited to meet at a neutral French location and told about the time travel, and also about the Russian future up to 1924. They are then warned that if they leave Cam Ranh Bay headed towards Japan, they will be sunk without warning. If instead they head back to the Indian Ocean they will be left alone.
Submarines and the aircraft carrier set up a trap southwest of Formosa. Torpedo planes and subs will attack steadily until the fleet is sunk or turns around.
Meanwhile, Formosa is upgraded to be able to base planes and ships.
1/3 of the total Japanese army is sent to Manchuria to continue the war with Russia. Surface fleets are sent to help with shore bombardment, and airplanes for ground support.
The aim is to seize coastal Siberia and then advance along the trans-siberian railroad.

We would like to take this opportunity to come to an agreement that would suit both our nations. We realise, from the lessons of 1905, that you are able to match European powers. We must also remind you that the British Empire is a far more formidable foe than Russia is, especially in the Pacific region. We would like to expand our influence in China, and we presume that Japan would also like to expand its areas of control there too.
With this in mind we address your points as follows:
1. The British Empire feels it is capable of maintaining the Pacific colonies it currently has. We have the support of Australia and New Zealand who provide adequate protection for them.
2. Agreed. We also suggest that any new markets that open up in the Pacific region are exploited together. We would like to request that any raw materials you are exporting be provided to the British Commonwealth at a reduced price.
3. We would need further information to come to a decision on this point. We would like to know for what purpose the Japanese military would like to use British bases? Also, other European powers may not view Japanese use of British bases as an arangement that benefits them, it could serve to increase tensions between ourselves and our rivals thus weakening the British diplomatic position. We will re-examine our own answers on reciept of yours.

5. We are interested in exchanging technology very much, we are even more interested in exchanging histories of the worlds we came from. The British Government is interested in examining whether these histories match up, and thus we can decide if Japanese claims can be trusted. Regarding technology; if Japanese intentions regarding the usgage of British bases is clarified, then it may be possible to trade rights to use our bases for technology.
The British Government apologises for any impliances of distrust, but as you surely understand, this is a new world that we must come to fully understand before making decisions.
