The challenge is that at least one British dominion [eg. Canada, Australia] have a nuclear weapon that is specifically their own. It may be built in their country or purchased from Britain or the US.

South Africa did.
Austrilia is a possibility. The UK did test its weapons in Austrilia.

I'm been toying with an idea where there is no Anglo-American Manhattan project due to poorer relationships. Instead an British/Imperial/European [i.e. including exiles from the Nazis] programme is set up. Its not completed until after the war but is based in Canada for reasons of security and resources. As such when completed Canada at least would easily have the capacity to also maintain nuclear weapons. Australia might also maintain a deterrent as well since with Britain weakened post-war and not the same confidence in the US there could be the motivation.

Australia didn't build it's own nuclear weapons because it didn't need to. As has already been pointed out, Australia was closely involved with the British nuclear program - their first nuclear tests were in Australia.
Australia had no need to go further and build its own nuclear weapons for the simple fact that it could rely on British (and to a degree American) nuclear deterrence. In those circumstances, Australia had no need to go to the cost (and, after the Nuclear Non-Proliferation Treaty) the diplomatic trouble of building its own nukes.
So to accomplish this challenge for Australia, you have to put it in a situation where it believes that Britain and the US of A no longer offer a credible nuclear deterrent on its behalf.
