I'll start with history, and fill in the other details later.

The POD (Point of Departure) is William Seward winning the Republican nomination of 1860 and going on to win the general election. That happens due to Seward deciding not to do this:

n 1859, confident of gaining the presidential nomination and advised by his political ally and friend Thurlow Weed that he would be better off avoiding political gatherings where his words might be misinterpreted by one faction or another, Seward left the country for an eight-month tour of Europe. During that hiatus, his lesser-known rival Abraham Lincoln worked diligently to line up support

After he becomes President, the secessions happen. Seward, however, negotiates a peaceful division with the secessionist states which also include Maryland.

The Capital moves around a bit, but eventually settles into a Federal District near Albany, New York.

The British established an alliance with the CSA.

In the 1870's, the British wanted to reorganize British Columbia, which was in debt due to poor planning during the recent Gold Rush. Northwest US started to feel neglected by US policy that was now very much set to favor the industrial states of the Northeast and Midwest. The British encouraged a secessionist movement, which joined British Columbia. The US had to deploy its army to defend against the CSA and Canada, so couldn't credibly reoccupy the Northwest, and with the establishment of the precedent of the CSA didn't seem likely to resort to war. The British later bought Alaska from Russia and added it to Grand Columbia, with its Capital in Victoria.

At this point, the Mormons in present-day Utah and the Californians felt their interests diverge from the US, so, also with British help declared their independence. With no trans-continental railroad, the trading interests of California tended to be with British controlled areas. The area is called Deseret, partially due to Deseret seceding first, and the California joining it. The Capital became Reno, as a place that divided the two regions.

Deseret seems an unlikely combination to stay one nation, with the majority of the population in California and the majority non-Mormon. However, their economies fit well together and the idea of a larger nation that they can all freely move around in appeals to both. Creating a national border between them has no appeal, so they stay one nation.

The USA and CSA actually get along better in the post-split era, than before. Trade between the two is more important than trade with Europe, simply due to distance and cost of transportation. With the CSA's tariff policies favoring agriculture over industry, the substantial movement of New England industry to the South that occurred in OTL by 1939 didn't happen as much here.

Politically, more tension builds up, due to everyone in North America being a British ally except for the USA. During the 1910's timeframe, there was a was between Britain, France and Japan against Germany. The Western Front was fairly static with trench warfare, but Germany lost all of their colonies by the end of the war.

Deseret, Grand Columbia, and Canada fought actively on Britain's side. CSA and USA agreed not join the conflict, since they would be on opposite sides and have trench warfare that would be on a larger scale than the European war. However, the CSA sent some volunteers to fight.

Post-war, with Germany, and later Spain Communist, and Japan starting to feel constrained by the British alliance there are rumblings of new confrontations. The USA adopted a Maginot type defense, along all of its land and sea borders. Those border are too long to actually have a continuous front, so they have a series of forts whose artillery can reach the next fort. Each is designed to last out a siege of years. The idea is that while an invading army can get past the line of forts, they'll never have a secure supply line. The other part of the defense is an army of tanks designed to rapidly confront any breach of the fortress lines. The USA navy is mostly designed to fight in an overall situation of British naval dominance. So, many subs and fast frigates. Some small aircraft carriers and fast battleships, but only to be used if the British fleet is elsewhere.

Grand Columbia and Deseret each have a navy designed to support British operations in the Pacific, with aircraft carriers and battleships. They also have some smaller fortresses on their US borders.

It is clear that he is saying those territories were in his timeline's Germany, and are not being ISOT'd.

Political Opposition and internal conflicts: Many German problems are quite similar to America: The federal system leads to bickering between the states and pork barrel spending to placate them, in many states established elites remain in power by shouting "state rights", and the federal government increasingly becomes a mess of different agencies and institutions. "Cultural War" between progressives and conservatives, as many social developments have happened decades earlier here, and additional there is still a monarchist movement opposed to the Republic (abolishment of the monarchy 1906 when South and North Germany united)
Economy, imports, exports, agriculture: Germany is the foremost industrial power on the continent in its TL, with the foremost industrial centres being like IOTL the Ruhr area and Upper Silesia. Besides general steel production, Germany is strong in the areas of engineering and chemistry, especially in southern Germany. Northern Germany has a comparatively highly developed agriculture, with a high density of infrastructure and technical aides. The financial centres are the capital, Frankfurt, and Amsterdam as a financial centre for oversea trade and activities (though the main harbours are Rotterdam and Hamburg).

History:
1815: On the Congress of Vienna, Louis Bonaparte's Kingdom of Holland survives as Kingdom of the United Netherlands, an dgains Belgium, Luxemburg and parts of the Rhineland.
1843/44: Liberal revolutions in Europe, UNL threatened to keep still by Prussia and Britain-Hannover.
1848: Begin of teh establishment of a West German Alliance under Dutch lead.
1848: Napoleon III., uncle of the dutch ruler, becomes Emperor of France.
1855: War in Russia, precursor to the German Wars.
1861-1863: Unrest in West German Alliance, Prussia tries to exploit that, but it comes tp war between teh Alliance and Saxony-Poland on the one, and Prussia and some allies at the other side.
1864: Prussia fully occupied. To manifest rule over Prussia, victors decide to found German Empire under the Dutch King as Emperor.
In reaction, Alsace, bavaria and Württemberg, with Austrian and Habsburg-Italian help, attack and occupy Baden, a member of the West German alliance, and form the German Kingdom, under the Bavarian King.
At the same time, France attacks and conquers Franche Comte and Lorraine, but Alsace can be defended by the Kingdom.
1864-1890 : Europe is divided into two camps: North Germany, France, Russia, Piedmont, Serbia and Bulgaria vs GB, Austria, South Germany, Italy, Portugal.
1890-1895: The Great War. In its course, France tries to make a seperate peace with GB, to freely attack South Germany, but in reaction, the North German Emperor abdicates to make the way free for an united German republic (at that time South Germany is nearly collapsed), which repulses France. Also, Austria breaks apart, with Germany swallowing up German Austria, Slovenia and Bohemia.
1899: An exhausted Germany grants independance to Czechia and Poland, but with borders favoable to the German populations there.
1902: In the USA, which has been troubled by war and military avdentures ITTL, the military forces make a coup against the Peace Party government eleted last year.
1904: Inspired by that, in GB, a neo-impeiralist movemnt forms, who wishes for the British colinial empire to be integrated with britain to form a true world empire. And of couse, who wish for further expansion.
1912: Neo-Impeiralists come to power in Britain, begin with a slow build-up of a de facto dictatorship.
1917: Canda breaks away from Britain "until the situation has been cleared".
1918: British King William V. de facto flees to India, removing it from the Neo-Imperialists controls.
1920-1925: Second World War, beginning with British invaison of France, in which basically France and Germany stand against Britain and Russia as major players. The war devastates France, but the Franco-German side emerges victorious. Great Britain broken apart, Rebulics of England and Wales, and Kingdoms of Scotland and Ireland established.

Political System:The Emperor (Head of State, ceremonial office), Roman Senate and Roman Magistrates (Parliament and Government, respectively, though some parts of both are also purely ceremonial anymore). Roman Magistrate appointed collegially (that is similar to Swiss system IOTL) by Senate, and is led by the Kanikleos, himself an elected "President" of sorts with wideranging powers due to holding several (now not distinguished anymore) offices: Highest Palace Official, Grand Logothete (hence chief of administration), Vice Consul (with the Emperor being considered the Eastern Consul after the reforms of the 19th century), plus the "Vice President" of sorts, the Sakellarios (appointed by the Kanikleos), who also as part of his office heads the Treasury.
Political Leaders: Emperor Anastasios VII, Kanikleos Georgios Kalivas, Sakellarios Vanagios Komnenos (yes, them, still a high noble family)
Political Opposition and internal conflicts:: The Roman Empire balances between Greek nationalism and multiethnic universalism, with problems on both sides. The role of the Orthodox Church is still very much unclear, with many fighting its secular power ardently, while itself clinges to it. The colonies are often unrestful, and the open border between them and the corelands leads to migration problems.
Economy The Roman Empire is noted for high-quality manufacturing products and for its widely exported luxury products, and has a well developed tourism infrastructure. Of course, a major revenue raiser is oil, be it from the Caucasus (part of the coreland) or the Baghdad Colony. It somewhat lacks in regards to heavy industry, though, partly due to metal scarcity.

History:
Justinian the Great does not attempt to reconquer the Western Empire, but instead tries to emulate Alexander. He successfully manages to destroy the Persian Empire, thereby preventing the OTL later period of warfare between them, which left them weakened for the Islam conquests. Those still happen, and bereft the Empire of the Persian gains, and eventually also of North Africa, but the Levant holds out at first. Only in the 13th do the Arabs conquer the Levant, which causes a great outrcy in West Europe and triggers several crusades. In this military chaos, the Byzantine Empire becomes quite weaened, and Constantinople is even raided by West European crusaders in the early 15th century.

At its perceived down point in mid-16th century, it is brought under a personal union with the powerful Hungarian kingdom, which of course triggers massive social unrest as the Emperors and Kings are Catholics at first. However, in 1611 Emperor and King Stanislaus III converts to Orthodoxy. The much reduced Empire (with Bulgaria incl. OTL South Serbia independant and eastern Asia Minor in Arab hands) is still only second to Hungary, where the Monarch resides, but as part of the personal union it is part of one of the timelines Great Powers.

This changes in the 19th century with a gradual increase in nationalism and historic romanticism. Based on uprisings a new dynasty takes power in 1838, and a serie of major adminstrative and social reforms follow, which deliberatly recrates ancient offices (often even those going back to the Roman Republic) and envokes the ancient history of the Empire. Despite some fanaticism and irrationality at the time, the reforms are largely successful, so that the Byzantine Empire emerges again if not as a Great Power, then at least a serious contender in the colonial game in the lat 19th century...

Political System and leaders: Communism. Nikita Khrushchev leader of Ukraine.
Political Opposition and internal conflicts: Absolutely none. Anyone who was even suspected of once having sympathies to anyone other than Stalin has been killed. Of course, many Ukrainians were willing to fight against the USSR during WW2 and continued a partisan campaign post-war, some sometimes propaganda isn't accurate.
Economy, imports, exports, agriculture: Exports food. Recently added heavy hydropower stations. Has much industry, including the development and production of the upcoming T-34 tank in Kharkov.
Actually, Ukraine is carrying the rest of the USSR.

...as said, my calculations for your territories in 1939 came up with cerca 44-45m inhabitants. Raising youur population compared to OTL a bit is fine, but nearly tripling it??

Territory: Lotharingia in the west to Tuscany in the south to Krakow (the Principality) and Austria in the east.

Population(ISOTed): approx. 25 millions

German Capital: Frankfurt-upon-Main
Slavic Capital: Poznan
Italian Capital: Milan
Imperial Capitals: Aachen and Nuremberg and (kinda) Rome
Functioning Capitals (where the anti-emperors currently hold their courts): Praga for the Duke of Bohemia and Warsaw for the Duke of Polonia

Political system: Kind of a cross between the early Ottonian Empire and the late Empire as Charles IV wanted it. Federation of the duchies by mutual consent, w/ emperor somewhere between a first among equals and a liege lord.

Political Opposition/internal conflicts: There's a civil war on! The Dukes of Polonia (which isn't the Kingdom of Poland) and Bohemia are fighting for the Imperial crown.

Economy: This side of the Empire is mostly agricultural, produces a lot of food for the rest of the realm, but Bohemia and Great Poland are pretty well industrialized.

History: PoD is probably sometime in the 800s-900s. Don't have it worked out really well yet, but it's an Empire that expanded east w/o much colonization and stayed pretty well together, though rarely as a unified state. The current year is 1540.

Military: I'll do something here later. Oh, and airships.

Political System and leaders: All of the Countries follow the worship of the Lunar
Dragon, the Great Creator and Destroyer of the Earth. Part of the Teachings of Yu-Sha, his prophet, speaks of the strength of the individual and respect of art and beauty, thus, it is also a Democracy, with the Speaker of the House being the real ruler of the countries, and the 3 Kings being spiritual leaders.

Political Opposition and internal conflicts: The Hmong and Several Burmese Hill Tribes are falling to worship of the 8 Pointed Way, as missionaries from greater Assyria come to the South. However, as soon as these missionaries are found, they go to join the Lunar Dragon.

However, the countries defend themselves with a fierce martial tradition, and though are generally peaceful, until you try to convert them, which then gives you no more then 29 days and 85 seconds to live.

History:
(POD) no definitive POD,just a series of smaller divergences around the 16/17th centuries.
Basically, portugal emerges from the Iberian Union much strogner than it did in OTL. It re-establishes itself as a amjro maritime power, and becomes increasingly tied to Britain economically. When Napoleoon comes around, portugal and Britain stands alone. Portugal is invaded, but stays alive. With British help, the invaders are pushed back. It is during this time that Portugal expands its holdings into the Indian and Pacific Oceans, taking over French, Spanish, and Dutch outposts in that area. Afetr the war, Portugal is in debt, and suffers a series of devatstaing, ideologically-driven civil wars, as per OTL. It emerges with a cosntiutional monarchy established,a nd with tis colonies given representation in the new Portuguese National Assembly. From then on, Portugal simply grows in its neutrality, until the early 20th century, when a large war in Africa (which later spread elsewhere) was sparked between Germany and France. Here, Portugal gains southern Congo. As of its current date, it seemed as if a large European war was about to break out again-when the Event happened.
