Status of muslims inside western nations sans 9/11

Presume if you will that the airstrikes in the 90s took out enough of Al Qeada's top brass. Essentially this prevents the USS Cole, 9/11 and any other attacks from *that* particular source and causes enough disorganization in Al Qeada's ranks to prevent attacks or serious attempts for a long time.

How are relations between muslim immigrants in the US and Europe and the wider society different than OTL 2010? How is integration affected? Are there any other side effects in politics/culture?

Politically the trend up to 9/11 was shifting back towards the Dems (since 1994).

Also I think immigration issues would focus more on Latin America in the absence of Muslims. The Taliban would certainly still be in charge in Afghanistan.

The question is I guess, would the Bushies still have gone after Saddam?
