Medical Emergency:
The newly-recovered government has declared martial law, and begun distributing medical services to nurses who are being rapidly trained more than before to handle specialized cases. Still disease rampages in civilian life, but with so many on the front the civilian population can be managed now.

Military:
New ships are being commissioned and more submarines are being made further inland to be transported later. Many factories have switched to a war footing finally and the population has accepted rationing in the name of God with Ramadan furthering the cause of food rationing for at least a month previously.

That's the thing about nukes. Once they fly, it is pretty much game over. I know we've discussed it before, but there is nothing like seeing it happen.

Nukes aren't weapons at all. Haven't really been weapons since around 1960, maybe even 1955.

The alarms went off in over 200 caverns across the MCEE as the blast doors dropped into place. In locations scattered over four continents and one island the sub-Urb system suddenly became more than just a rumor.

While outside, 3000 metric tons of Cobalt 59 was converted into particles of Cobalt 60 by the detonations of weapons that had been lovingly designed in the hopes that they would never be used, AVALANCHE went into effect.

No one person knew where all the AVALANCHE sites were, many of the people who were now IN the AVALANCHE sites hadn't know what they were two month earlier. They were sub-Urbs. The species last shot before the buzzer.

Each sub-Urb held 1500 humans, similar numbers of livestock, masses of seed, frozen semen, frozen embryos, and hope. The population of each site was similar, 80-90% female, no one with glasses or grandparents with bad hearts or any of the other illnesses that seemed to dog families. 90% of the people were under 35, 50% were under 10. Some were nuclear powered, some were geothermal, all were a hope.

With luck, in 50 or 60 years a few of the sites would be able to open their doors and begin again. The Empire expected to lose 90-95% of the sites to enemy action or to natural events or to some other cause. The Empire had selected the best for possible survival, not the best race, but the best genes. All races were represented, not that it really mattered. The goal was, once the doors opened, to more or less eliminate race in humans. The frozen semen was not labeled by race only with a single letter, just as each woman had a letter assigned. You were not to be given the matching letter, beyond that, it was a crap shoot.

The Empire hoped that, with race no longer an issue, the species might have a chance.

Time would tell.
